Methodical Approaches to Estimating the Bioeconomy Potential in Ukraine (p. 29 - 34)

Given the topicality and the globality of trends of bioeconomy in the world and in Ukraine, it is necessary to elaborate appropriate methodological approaches to estimate its resource potential. Thus, the aim of the article is creation of a system of indicators that can be used as characteristics of bioeconomy potential, as well as conducting relevant calculations by regions of Ukraine according to the developed methodology. Specific economic-statistical indicators for analyzing the development of bioeconomy are virtually non-existent at present. From the existing totality of indicators, as reflected in the statistical databases, the most significant are the normative monetary evaluation of arable land; the forest area by regions; production rates of aquatic bioresources; indicators of the technically feasible potential of solar, wind, hydro and bioenergy. Because these figures are not comparable, the so-called normalization of the specified indicators becomes necessary, on the basis of which, considering the weighing coefficients taken from expert assessments, indicators of the capacity of arable land, the forests, the presence of aquatic bioresources, the capacity of solar, wind, hydro and bioenergy, which are integral components of resource bioeconomy potential, can be calculated. The proposed methodical approach allows to calculate the relative level of bioeconomy potential for each region of the country and identify those of its components, which require priority attention. This methodology also allows to rank all areas in terms of bioeconomy potential and identify the positive and/or negative trends observed at the present stage of its formation. This will help to reasonably determine the goals of the both State and regional policies to stimulate development of the bioeconomy in a particular region of Ukraine.
