Abstract:
The article develops the theoretical foundations of the formation of a strategy for the development of enterprise in an inclusive economy. The relevance of this area of research is due to the need to find new opportunities to solve global socioeconomic problems in the context of hybrid threats. It is proved that modern threats and shocks cause constant changes that require adaptation of the enterprise development strategy to external challenges to ensure resilience and realize new opportunities. The article highlights the periods of evolution of the theory of inclusiveness of the economy. According to the results of the analysis of the evolution of the principles of an inclusive economy, a change in key benchmarks due to the impact of global transformation processes is determined. The main drivers that determine the priorities of enterprise development are the following: human-centeredness; technologization; efficiency and thrift; partnership and cooperation; transparency of economic activity. Inclusivity has turned from a desirable principle into a strategic priority for the development of enterprises. Enterprises have moved from a model focused mainly on profits to integrating social, environmental and ethical aspects into their operations. Taking into account the identified drivers, a model of a holistic strategy for enterprise development in an inclusive economy is proposed. The proposed model is based on a harmonious combination of inclusivity as a priority of people-orientation, innovation, implementation of sustainable development principles, long-term relationships between stakeholders that ensure a balance of interests based on creating value for all stakeholders (employees, consumers, partners), including society and the environment. The proposed holistic model of enterprise development can be considered in further scientific research as a basis for the development of new conceptual foundations for the formation of an enterprise development strategy in an inclusive economy.

Keywords: inclusive economy, development strategy, human-centeredness, partnership, enterprises, responsibility.
