Abstract: The article develops the conception of activating public-private partnership of in the context of development of investment and innovation activities by identifying the principles of such activation, the conditions for its implementation, instrumentarium, resource provision, directions of analysis, subjects and analytical subsystem of activation at the national, regional and municipal levels, which allows that all kinds of work be directed towards development of the human capital of society in the strategic and tactical dimensions. The features of activation of public-private partnership in the context of development of investment and innovation activities in strategic and tactical dimensions are allocated. Strategic and tactical decisions as to such activation are provided. A generalized model of influence of the strategy on the development of public-private partnerships is presented, which integrates processes, structure of projects, instrumentarium and culture, and reflects the relationship between the choice of spheres of activation, evaluation of its status and motivation of partners in this direction. A number of basic conditions for the activation of public-private partnership at each level are allocated: the State, regional and municipal. In the considered context, public-private partnerships are proposed to be viewed from the viewpoint of a dynamic process of infrastructure improvement of the national, regional or municipal system, which allows to improve quantitative and qualitative parameters and thus improve the level of satisfaction of the individual and collective needs of the population. Prospects for further research in this direction should be contained in concrete definition of the single elements of the conceptual model of activating public-private partnerships in the context of development of investment and innovation activities.
