Abstract:
The need to reform the system of assessment of research activities is due to the need to use proven international approaches that allow timely response to dynamic changes in economic and social life. In particular, it is important to introduce integrated monitoring models that take into account both qualitative and quantitative aspects of the work of scientific institutions. This involves regular analysis of the dynamics of key performance indicators, covering all stages of the research process – from planning to implementation of results in the practical field. The development and adaptation of such mechanisms is an important step in the formation of a competitive scientific system capable of meeting modern challenges and integrating into the global scientific space. Especially important is the formation of tools for tracking the impact of managerial and regulatory decisions on the state of scientific research. This will allow us to identify weaknesses in time, adjust areas of activity and ensure the competitiveness of Ukrainian science in the international arena. In combination with global approaches, these measures will contribute to the creation of a management system focused on achieving strategic goals for the development of science. The aim of the article is a theoretical generalization of professional sources and a further development of the methodological support for assessing the quality of scientific activity. Monitoring as a complex process of systematic research and analysis is focused on identifying the compliance of actual results with certain goals and expectations. In the field of assessing the quality of scientific research, monitoring covers tracking key trends in the development of science, the dynamics of innovation processes, as well as their interaction with the external environment. Such comprehensive observation allows you to assess not only intermediate results, but also to predict long-term consequences and determine directions for further development. Modern science demonstrates the growing role of collective research carried out by analytical groups and independent experts. Projects implemented on a competitive basis are of particular importance, because they contribute to the introduction of innovative approaches and the involvement of a wide range of specialists. Often, such initiatives are funded by international foundations, which creates opportunities for the global integration of scientific knowledge, but at the same time increases the risks of incompatibility of assessment methodologies. An important element of ensuring the effectiveness of monitoring is the standardization of approaches, which contributes to the objectivity and comparability of results. These principles are especially relevant for the analysis of the activities of scientific institutions. For example, conducting a comparative analysis within terms of the National Academy of Sciences of Ukraine allows not only to assess the current state of individual industries, but also to identify the strengths and weaknesses of research institutions. Monitoring with use of modern analytical approaches serves as an important tool for improving science management. Its results not only form recommendations for optimizing scientific activities, but also lay the foundation for the integration of national science into the international context. In a globalized world, this requires a balance between adaptation to international standards and preservation of the uniqueness of national scientific traditions. This approach allows for more effective use of the existing potential of science, strengthening its competitiveness and international influence.
