Abstract:
The article discusses the theoretical and practical problems of communication interaction of prejudicial investigation bodies in Ukraine. The authors are the first to define the concept of communication interaction, its essence and components. On the basis of practical aspects of communication of prejudicial investigation bodies, the authors have developed methods for improving management and improving such communications. The system of prejudicial investigation bodies is characterized, including: the National Police, the State Bureau of Investigation, the Security Service of Ukraine, the National Anti-Corruption Bureau of Ukraine and the Prosecutor General’s Office of Ukraine. In the course of the study, the main communication tools used were identified and new ones were proposed. The main communication problems that arise in the prejudicial investigation bodies were identified as follows: 1) lack of a unified approach to office work. Not all institutions use the electronic document management system (EDMS): in some it is fully implemented, in others it is absent, and in yet others there is a duplication of paper and electronic formats of documents; 2) lack of a system for evaluating the efficiency of communication interaction; 3) vague formulation and practical implementation of the conception of strategic communications. Strategic communications as a method should accompany the activities of prejudicial investigation bodies at all stages of their activities and communication, as it is critically important for the preservation and enhancement of statehood and the effective performance of their functional duties and tasks, especially in the context of the ongoing full-scale military invasion and martial law. Based on the practical results of the study of the efficiency of communication interaction of prejudicial investigation bodies in Ukraine, the authors propose the following recommendations: 1) unification of document flow; 2) use of the developed methodology for assessing the efficiency of communication interaction of prejudicial investigation bodies; 3) theoretical development and practical implementation of an approach to communication management based on strategic communications.
