Abstract:
The article updates the issue of identifying problematic aspects, obstacles, as well as prospects and means of revitalizing socioeconomic development at the local level. The aim of the study is to identify problematic aspects, as well as to substantiate the instruments for ensuring the economic development of territorial communities (using the example of the mountainous regions of the Carpathian region of Ukraine). It is proved that the key problems of the socioeconomic development of mountainous areas, which are traditionally more depressed and characterized by a lower level of socioeconomic development, relate to the low level of development of entrepreneurial activity, high levels of unemployment and lack of employment, limited capacity of the domestic market, low incomes of the population, small volumes of investments, and, therefore, a low level of quality of life of the local population. It is concluded that local authorities should implement a more proactive policy directed towards stimulation of entrepreneurial activity, the creation of new economic entities, the attraction of investments in large social and economic projects, the realization and preservation of the intellectual and personnel potential of the local population. Therefore, taking into account the identified problems that have a negative impact on the economy of mountainous territorial communities and limit the potential for its further development, the priority areas of local economic development should include: improving the quality of the community's human and social capital, primarily through the activation of information and educational activities and deepening the level of integration of internally displaced persons into its socioeconomic environment; modernization of engineering, transport and social infrastructure; diversification of directions of development of the local economy on the basis of increasing the level of entrepreneurial activity of community residents and improving the investment climate; increasing the financial and budgetary capacity of the community, primarily thanks to the attraction of new investors, in particular from the number of relocated enterprises, and de-shadowing of a part of local business.
