Abstract:
The article summarizes global experience in creating and developing industrial parks and identifies ways to apply this experience in Ukraine. The authors analyze the evolution of industrial parks from the earliest industrial agglomerations to modern technological and eco-industrial zones and highlight different models of their development: government initiatives (China, Singapore, Korea), private and municipal approaches (United Kingdom, the USA), and mixed management forms, including public-private partnerships. Based on a comparative analysis, the article identifies key factors for park efficiency: infrastructure provision, transparent regulation, incentive packages (tax benefits, grants, infrastructure cost compensation), professional management, access to financing, integration with cluster networks, and scientific and educational institutions. The current trends have been allocated: a focus on innovation, digitalization, green infrastructure, and sustainable development; practical support tools have been analyzed (special economic zones, grant financing programs, tax regimes). Lessons on legislative regulation, the role of municipalities, infrastructure financing mechanisms, and the limits of temporary tax benefits without an institutional basis are illustrated with examples from Central and Eastern Europe, Asia, and Turkey. Special attention is given to adapting international practices to Ukrainian realities: the need for transparent registration and management procedures, financial mechanisms for infrastructure development, professional management structures, integration of parks into vocational training systems, and the prioritization of environmental and digital standards. It has been concluded that industrial parks can become a catalyst for the recovery and modernization of Ukraine’s industry, provided there is a comprehensive combination of legislative, financial, institutional, and human resource measures.
