Abstract:
The aim of this article is to develop comprehensive strategic guidelines for Ukraine’s development within the global economic system, taking into account contemporary civilizational transformations, the challenges of technological sovereignty, and the tasks of European integration. The study also aims to create a conceptual model of State economic policy capable of ensuring Ukraine’s long-term competitiveness, its integration into global value chains, and the transition from a raw-material-based model to an innovation-driven production development model. Within the set aim, it is proposed, first, to substantiate the theoretical and methodological foundations of strategic management at the national level, highlighting the role of the civilizational approach as a fundamental tool for understanding Ukraine’s economic specifics. Secondly, the aim of this study is to identify patterns in the functioning of the global economy amid the transformational processes of the 21st century – digitalization, ecological modernization, and shifts in geoeconomic centers of power. In this context, it is important to analyze the main trends in global economic growth, technological competition, and regional integration that shape the new architecture of the international division of labor. Thirdly, the study seeks to summarize international experience in shaping industrial and technological policy in the leading world economies – the EU, the USA, China, and India – in order to identify efficient instruments of strategic State management. Special attention is given to analyzing strategies such as the European Green Deal, the CHIPS and Science Act, and Made in China 2025, which illustrate different models of combining innovative development with institutional stability and social responsibility. Fourth, within the framework of the set aim, an assessment of the current state of the Ukrainian economy in the global context is conducted, including its macroeconomic indicators, export structure, human development level, and institutional characteristics. This analysis allows identifying not only weaknesses but also potential growth areas, particularly in IT, renewable energy, agricultural processing, machine building, and high-tech clusters. Fifth, achieving the set aim involves substantiating the directions of Ukraine’s integration into European and global value chains through creating a favorable business climate, promoting local production, developing innovative ecosystems, and ensuring regulatory convergence with the European Union. Collectively, these tasks form a comprehensive strategic framework for Ukraine’s transition from recovery to sustainable and innovative growth, capable of securing a prominent position in the global economy.
