Abstract:
The article is devoted to an integrated assessment of the level of decent work and economic growth in Ukraine’s regions from 2008 to 2021 in order to identify disparities, cluster regions, and develop regional policy recommendations. The study is relevant in the context of European integration and the UN SDG 8 «Decent Work and Economic Growth». The integrated approach ensures a comprehensive analysis of economic, social, and institutional factors, creating a single metric for comparing regions and monitoring dynamics. The literature review is based on the ILO’s conception of decent work, OECD recommendations on composite indicators, and studies on the impact of the war on Ukraine’s economy (OECD, UNDP). A lack of comprehensive regional assessments using integrated methods in the context of post-war challenges is noted. The methodology combines min-max normalization for data standardization, equal weighting for objectivity, and TOPSIS aggregation, which considers both the ideal and worst-case scenarios. Selected indicators include employment level, average salary, capital investment per capita, and labor productivity. The correlation matrix confirms the absence of multicollinearity. The results are presented in a ranking table: the city of Kyiv leads, with Dnipropetrovsk, Kyiv, and Kharkiv regions in the top 5. Cluster analysis identified five groups: «Unchanged Leaders» (Kyiv), «Stable Leaders» «Regions with Positive Dynamics» (Lviv, Rivne, Kherson regions), «Regions Affected by the War» (Donetsk, Luhansk regions), and «Stagnant Regions» (Ternopil, Volyn, Kirovohrad regions). The war since 2014 has intensified disparities: eastern regions lost positions, while western regions (Lviv, Rivne) improved theirs due to IT development and proximity to the EU. The post-war forecast anticipates strengthening of the western regions, transformation of the central regions, and a critical situation in the southeast. The following recommendations were proposed for regions: innovation – for leaders, infrastructure – for dynamic regions, recovery with diversification – for affected regions, and activation of the agricultural sector – for stagnant regions. Research prospects: expanding indicators (occupational safety, gender equality), analysis of data after 2021, and application of machine learning.
