Abstract: The article explores the impact of innovations on building the competitiveness of regions through the lens of the «smart cities» conception. The relevance of the topic is substantiated in the context of intensive urbanization, digital transformation, and global competition between regions. It is demonstrated that the smart city conception, which integrates digitalization, infrastructure innovation, and sustainable development, is becoming a key paradigm of modern urban management. The study conducts a bibliometric analysis of scientific publications in the Scopus database using the queries smart city and innovation. The analysis results indicate a rapid growth of scientific interest in the topic after 2009, peaking in publication activity in 2024. Leading countries by the volume of scientific publications were identified (China, India, Italy, the USA, United Kingdom), and the most cited works that established the theoretical and methodological foundations for smart city research were highlighted. Further analysis was conducted based on leading global rankings – the Kearney Global Cities Index (GCI) and Global Cities Outlook (GCO), the IMD Smart City Index (SCI), and the IESE Cities in Motion Index (CIMI). It was revealed that the key factors of competitiveness for smart cities are digital equity, integration of ICT into urban management systems, support for innovative entrepreneurship, human resource development, and citizen engagement in decision-making processes. It was summarized that the success of smart cities is determined not only by the level of technological advancement but also by a balanced combination of social, economic, cultural, and environmental aspects of urban governance. The further development of the smart city conception should be based on integrating innovations into all areas of urban life, strengthening citizens’ digital participation, promoting environmental sustainability, and fostering inclusive urban communities. The research results can be used to enhance city development strategies, shape policies for the digital transformation of regions, and create indicators to assess the «smartness» of cities.
