Abstract:
The article examines the impact of the war on the formation of the State’s international economic security strategy under conditions of global challenges, geopolitical instability, economic sanctions, and disruptions in global supply chains. It is shown that armed conflict fundamentally changes the priorities of State policy from a focus on development and growth to ensuring survival, mobilizing resources, and strengthening defense potential. The article analyzes changes in strategic approaches to managing Ukraine’s economic security, emphasizing the reorientation of foreign economic relations, the growing role of energy independence, digitalization, the development of the defense-industrial complex, and the creation of new crisis management institutions. The key directions of economic system adaptation to wartime conditions are identified: the introduction of scenario planning, the formation of vulnerability indicators to hybrid threats, the creation of geo-economic risk maps, and the use of international assistance as an element of financial resilience. The study presents the experience of other countries (South Korea, Israel, Finland, and Germany) that achieved economic breakthroughs after armed conflicts. It is concluded that war acts as a catalyst for rethinking strategic approaches to security, stimulating institutional renewal, innovation development, and the creation of a flexible model of economic governance aimed at recovery, stability, and international integration.
