Abstract:
In the modern context of the transformation of socioeconomic systems, the issue of increasing the efficency of social protection mechanisms for the population has become particularly pressing. The rise in social risks associated with labor market instability, demographic aging, military challenges, and increasing income inequality necessitates a reassessment of the State’s role in ensuring citizens’ social security. In this context, the social insurance system is seen not only as an institutional foundation for resource redistribution but also as a key element in building the social resilience of society. Therefore, the aim of this study is to determine the characteristics of social transfers in the context of tools for enhancing the efficiency of the social insurance system. The main methods used in the study are analysis and synthesis, induction and deduction, comparison and juxtaposition, the logical method, the method of generalization, and the graphical-tabular method for a clearer presentation of results. The work emphasizes that one of the most effective tools for maintaining social stability is social transfers, in the form of cash or in-kind payments designed to compensate for income losses among certain population groups. Their importance extends far beyond ordinary social payments, as transfers serve as a mechanism for ensuring economic equilibrium, stimulating domestic demand, and preventing social marginalization. An efficient combination of social insurance tools with the social transfer system enables not only improved targeting of assistance but also the optimization of State budget expenditures. The carried out study allows us to state that social transfers are an important component of the social insurance mechanism, capable of significantly improving its effectiveness, provided that the distribution of resources is properly organized, targeted, and transparent. The efficiency of the social insurance system largely depends on the consistency between the volume of transfers, their funding sources, and the actual socioeconomic needs of the population. This, in turn, determines the level of citizens’ trust in social protection institutions, social stability, and the potential to ensure sustainable societal development.
