Abstract:
The article explores the transformation of the material and technical component of the resource element of a region’s production potential in the context of digitalization and wartime challenges. The relevance of the study is determined by the combination of two systemic factors in the modern development of Ukraine’s economy: the extensive destruction of the production and infrastructure base due to the ongoing war, and the simultaneous acceleration of digital transformation, which creates new opportunities for recovery, modernization, and enhancing the resilience of industrial production. In these conditions, the material and technical component of production potential becomes crucial as the foundation of regional economic security, their competitiveness, and their potential for postwar recovery. The aim of the article is to examine the transformation of the material and technical component of the resource element of regional production potential under the influence of digitalization and military threats, as well as to assess the state and recovery potential of the main material assets of Ukraine’s industrial enterprises. Within the scope of the study, the content and functions of the material and technical components of production potential were clarified, including fixed assets, material reserves, and the region’s infrastructure, and the substantiation for changing their functional load under the conditions of digital advancement was provided. The study found that digitalization not only modernizes individual elements of the material and technical base but also alters the nature of their function implementation, transforming traditional passive and support elements into active, integrated, and controllable digital systems. The emergence of new functions of fixed assets was observed, including digital autonomy, predictive-diagnostic management, adaptive configuration, interactive interaction, and digital lifecycle, along with changes in the logic of managing material reserves and the region’s infrastructure. The statistical analysis of the wear and tear dynamics of Ukraine’s main industrial assets in 2021–2024 showed uneven processes of renewal and modernization: alongside a general slight decrease in the level of wear, critical aging of assets persists in strategic sectors. An analysis of the capital investment structure revealed increased investments in machinery, equipment, and intangible assets, including software and databases, indicating a gradual transition to a digitally oriented model of production potential. Prospects for further research are associated with the development of methodological approaches for assessing the digital maturity of the material and technical components of the regions’ production potential, modeling scenarios for postwar infrastructure modernization using digital twins, as well as a deeper analysis of the interrelation between investments in intangible assets, the adoption of Industry 4.0 technologies, and the long-term competitiveness of the regional economy.
