Abstract: The article systematizes methodological approaches to analyzing critical infrastructure and identifying critically important production enterprises during Ukraine’s wartime and postwar transformation. The author substantiates combining system-functional, risk-oriented, and innovation-inclusive approaches as the foundation for developing a comprehensive model for evaluating high-tech production enterprises. Key criteria for classifying production facilities as critically important are identified: functional purpose, technological or resource uniqueness, vulnerability to threats, social function, and international integration. A comparison is made of the changes in the priority of criteria during peacetime, wartime, and the postwar period, ensuring the adaptability of assessment approaches depending on the security context. It is emphasized that critically important production enterprises form the technological foundation of critical infrastructure and largely determine the defense capability, supply chain resilience, and innovation potential of the State. The scientific novelty of the study lies in integrating various methodological approaches into a unified conceptual framework and developing methodological foundations for assessing critically important production enterprises with a focus on their high-tech development. Conclusions have been drawn regarding the necessity of implementing adaptive government policies to support such enterprises, and directions for further research have been identified, including the development of tools for multi-criteria assessment and prioritization of the modernization of their production capacities in line with the needs of the wartime economy and postwar recovery of Ukraine. Further research directions have also been outlined, related to the development of tools for evaluating such enterprises using a comprehensive set of criteria and their high-tech areas development.
