Abstract:
The article conducts a comprehensive analysis of innovative financial mechanisms for humanitarian demining in Ukraine with the aim of identifying efficient strategies for resource mobilization to promptly eliminate the mine threat and economically restore the affected regions. Two main approaches are considered: thematic bonds linked to sustainable development and results-oriented public-private partnerships. Based on the conducted analysis of data from scientific publications, UNDP reports, Reuters, Forbes Ukraine, and other sources, the scale of landmine contamination, economic losses, and the level of international support have been determined, indicating the urgency of developing new financial instruments. Additional analysis allows us to outline that the use of innovative mechanisms will not only facilitate prompt responses to mine threats but also create opportunities for integrating demining activities with long-term economic development strategies. The introduction of thematic bonds can stimulate the development of capital markets in Ukraine, and public-private partnerships will promote the activation of private investments, which is critically important in conditions of budgetary constraints. As a result, a comprehensive approach to financing humanitarian demining has the potential to become a catalyst for economic recovery and increased safety for the population in affected areas. The article also provides specific recommendations for improving the regulatory environment, optimizing investment attraction, and implementing modern risk management systems, which will contribute to the stability of financial flows and the efficiency of demining activities. Thus, the research forms the basis for further practical steps towards innovative financing of humanitarian demining, which is a priority task in the context of post-conflict recovery in Ukraine.
