Abstract:
The article updates the aspects of ensuring the proper quality of life of the population in the regions of Ukraine and the use of proactive instruments and means of regional policy, mainly social, for such purposes. It is noted that the quality of life is determined by a wide range of dominant factors, but to the greatest extent - social and economic. The object of the study is the issue of identifying and generalizing the dominants of the quality of life of the population as leading signs, factors that influence and determine the basic characteristics of well-being, prosperity, satisfaction of personal, family, sociopolitical needs and requests, etc. At this, the socioeconomic dominants of the quality of life in Ukraine at the regional level have been directly considered. It is argued that they are closely interconnected, determine each other and have a clear interdependence, therefore, when forming regional social policy, this aspect must not only be taken into account, but also ensure its integrity. A brief review of the scientific discourse on the essential and substantive characteristics of the concepts of "dominant", "resilience" and "quality of life" is carried out. It is indicated that the dominants of the quality of life do not have a uniform impact on its state, do not trigger it to the same extent. Therefore, on such principles, the identification of the dominants of the quality of life was carried out taking into account the differentiation and hierarchy of needs according to A. Maslow. A prospectus has been developed for the transformation of the current dominant factors of quality of life through the prism of the transition to the formation of a system of resilience of the quality of life of the population of the region, moreover, in the environment of a full-scale war. Thus, the nature of the transformation of regional policy objectives involving socioeconomic dominants of resilience and the quality of life of the region's population in conditions of full-scale war is reflected. It is concluded that the identification of dominants serves as the initial stage in the formation of proactive regional policy in the field of improving the quality of life of the region's population.
