Abstract:
The article updates the issues of forming and implementing regional policies to ensure a decent quality of life for the population. The object of the study is the issue of resilience of the quality of life and the impact of external threats on it. At this, the critically negative consequences of the full-scale war are taken into account, which, on the one hand, exacerbated those social problems that had not been resolved in the country for years, and, on the other hand, caused new challenges and threats to the resilience of the quality of life in Ukraine at the regional level. On these principles, the aim of the study is to identify and provide a characterization of external regional threats to the resilience of the quality of life of the population of Ukraine in wartime conditions. To identify external regional threats to the resilience of the quality of life of the population in the regions of Ukraine, they were classified into groups: security, economic, budgetary and financial, infrastructure, environmental, sociopolitical, institutional, energy, quality of public administration, information. According to these groups, the composition of external threats to the resilience of the quality of life of the population is determined, and it is also shown how the corresponding threats have evolved and intensified in the environment of a full-scale war. Moreover, the resilience of the quality of life is considered one of the leading characteristics that determines the ability of the regional socioeconomic system to provide the population with basic social needs and services in situations of sustainable development or its destabilization, and also in the event of a critically negative external impact – to adaptation, resilience and rapid recovery. Conclusions were drawn regarding the formation of a regional policy instruments to counter external threats and thereby enhance the resilience of the quality of life of the population in the regions of Ukraine. It is argued that in accordance with the lack of alternatives to the European integration vector of development of our country and the formation of European standards of quality of life in the regions of Ukraine, the goal of regional policy should be the convergence of social standards in the regions of Ukraine and the regions of neighboring EU countries, while the strategic priorities are smart spatial sustainable development, adherence to the principles of consumer safety and social responsibility, strengthening the resilience of the healthcare system, balancing the labor market and employment of the population, and creating a clean and safe living space.
