Abstract: The aim of this article is to assess the resilience of the economies of Ukraine and countries around the world under the influence of shocks and crises from 2007 to 2023. The study is structured as follows: assessment of the resilience of the economies of Ukraine and countries of the world (using the example of the financial crisis of 2008–2009); analysis of the resilience of the Ukrainian economy from 2007 to 2023. The statistical basis for the assessment and analysis consists of data on GDP growth rates in 48 countries around the world during the studied period. The study analyzes the GDP growth rates of the most vulnerable and the most dynamic countries in the world in response to the global financial crisis in 2009, as well as the GDP growth rates of the most and least dynamic countries in the world in 2010. To identify countries that were more resilient to the financial crisis, a matrix has been proposed, formed along two dimensions: «vulnerability – recovery capability». The countries studied are distributed across the quadrants of the matrix, and a characterization of the quadrants is provided. It is proved that the uneven development of countries is linked to their varying vulnerability to crises and their different capacities for post-shock recovery. The crises that influenced and had a shock effect on Ukraine’s economy, as well as the rates of change in the country’s GDP under the impact of these crises, have been studied. It has been determined that Ukraine possesses a certain potential to ensure the resilience of its economy; however, the most recent shock, the full-scale war on Ukrainian territory, due to its magnitude, duration, and complexity of adverse interference, will have the greatest impact on the country’s economy, which is currently difficult to assess and comprehend. Key directions for ensuring the resilience of the Ukrainian economy have been identified. The role of Ukraine’s institutional capacity in ensuring economic resilience and attracting international support, as well as creating conditions for its effective and transparent use, has been separately emphasized.
