Abstract:
The relevance of the study is determined by the need to form an efficient State investment policy as a significant financial instrument for ensuring the sustainable development of Ukraine. Macroeconomic volatility increases the need to attract investment resources and implement modern mechanisms for sustainable financing. The aim of this article is to substantiate the role of investment policy as a financial instrument for ensuring the sustainable development of Ukraine and to identify the current directions of its transformation in the context of martial law and postwar recovery. The study uses methods of theoretical generalization, analysis and synthesis, comparative, statistical and graphical methods. The information base was formed on the basis of official statistical data of the State Statistics Service of Ukraine, analytical materials of the Ministry of Economy of Ukraine, regulatory legal acts of the European Union and modern scientific works on investment policy, sustainable development and sustainable financing. The theoretical principles of the relationship between investment policy and sustainable development, modern trends in the State investment policy of Ukraine, the dynamics and structure of capital investments are studied. The results of the study show that investment policy is a significant mechanism for structural modernization of the economy, ensuring the economic, social and environmental sustainability of the State. A trend of gradual recovery of investment activity after crisis events has been identified. Priority sectors for attracting capital investments have been determined and the need for further integration of the principles of sustainable financing into State investment policy has been substantiated. It has been proved that a comprehensive combination of modern sustainable financing instruments, public-private partnership mechanisms, and international investment funds forms the conceptual basis for the transformation of Ukraine’s investment policy. Practical recommendations are proposed for harmonizing investment policy with European standards, expanding the use of green investments, ESG approaches, and blended financing mechanisms, improving the system for assessing the efficiency of investment projects, and concentrating financial resources in strategic sectors of the economy to ensure long-term sustainable development of Ukraine.
