Abstract:
Modern research in public administration thoroughly covers individual conceptions of innovative development, such as Smart Specialisation, Public Value, Collaborative Governance, Innovation Ecosystems, Digital Government, Mission-oriented Policy, Adaptive Governance, and Resilience Theory. At the same time, there is no comprehensive theoretical approach that would integrate these conceptions to explain the specifics of innovative development in Ukraine’s territorial communities amid the simultaneous influence of European integration, global digital transformation, full-scale war, postwar recovery, and public administration system transformation. The adaptive-resilient component of innovative development in territorial communities, as a factor in ensuring their institutional capacity in the context of multi-level crises, also remains insufficiently studied. The aim of the study is to summarize modern theoretical approaches to public management of the innovative development of territorial communities in the context of European integration and global challenges, to determine their suitability for Ukrainian conditions, and to substantiate the prospects for forming a modern model of local development based on the principles of partnership governance, digital transformation, innovation, adaptability, and institutional resilience. The methodological base of the study comprises systemic, institutional, comparative, and interdisciplinary approaches. Methods used include analysis and synthesis, comparative analysis, logical generalization, structural-functional analysis, and conceptual interpretation of modern scientific approaches, international program documents from the OECD, SIGMA, and the European Union, as well as Ukrainian normative and strategic documents. It has been found that the modern European approach to local development is based on a combination of innovation policy, digital governance, partnership management models, mission-oriented development, smart specialization, and multi-level governance. It is substantiated that directly transferring these models to the Ukrainian context is insufficient due to the impact of war risks, the need for postwar recovery, high dependence of communities on international support, institutional transformations of the State administration system, and the functioning of some territorial communities under temporary occupation or relocation of local self-government bodies. It is shown that modern innovative development of territorial communities should be seen as the complex capacity of local self-government to integrate digital, organizational, managerial, social, and partnership innovations, to form international inter-municipal cooperation networks, and to ensure adaptive and resilient development in conditions of constant uncertainty. The scientific novelty of the study lies in the systematization of modern global conceptions of innovative development of territorial communities through the lens of Ukrainian local self-government conditions and in substantiating the adaptive-resilience component as an independent element of innovative development of territorial communities. It has been proved that it is the combination of collaborative governance, digital transformation, international partnerships, institutional adaptability, and innovative capacity that forms the basis of the modern model of community development in Ukraine. The practical value of the results lies in the possibility of using the findings when developing strategies for the development of territorial communities, regional innovation policy, postwar recovery programs, improving inter-municipal cooperation mechanisms, and adapting the Ukrainian public administration system to the requirements of European integration.
