Abstract:
Intellectual property management is a key factor in the innovative development of economic entities; however, the mechanisms for building portfolios of intellectual property rights differ significantly between the academic and corporate sectors. Despite the increase in patent activity in Ukraine following the 2022 war shock, a systemic asymmetry persists between the generation of technical solutions at institutions of higher education and their commercialization, while enterprises focus their efforts on means of differentiation without building a technology portfolio. The aim of this study is to conduct a comparative quantitative assessment of the determinants of innovation activity among higher education institutions and enterprises in Ukraine in the field of intellectual property, based on data from the UKRNOІVI Intellectual Property Information System (SIS) for 2021–2025. For the academic sector, a multivariate regression model (Model A, n = 32) was constructed, which explains 75.4% of the variation in the size of the active patent portfolio (R? = 0.754; F = 20.64; p < 0.001): the key determinants are the quality of management of the registration process (? = 1.001; p < 0.001) and scientific personnel capacity (? = 32.402; p = 0.003). For the corporate sector, normalized profile analysis was applied (Model B, n = 14), based on the results of which enterprises were grouped into three clusters: «mature leaders» with a large accumulated portfolio of trademarks (score 44.8–70.7), «active without a portfolio» with intense current activity but a relatively small active portfolio (scores 29.0–39.0), and «new/limited players» (scores 20.8–24.8). A comparison of the results from both models confirms a systemic gap between technology generation and commercialization and calls for differentiated government support tools for each sector.
