Abstract:
The aim of the study is to advance the theoretical and methodological foundations for the formation and quantitative assessment of a system of sustainable territorial development balances in the context of the transition to a green economy. Sustainable development is proposed to be viewed as the outcome of the simultaneous coordination of four interrelated balances: «economic growth – environmental security», «economic efficiency – social justice», «current consumption – interests of future generations», and «economic openness – economic security». The methodological approach distinguishes between the level of simultaneous achievement of paired objectives and the degree of their coherence; adjusted indices are also proposed for comprehensive assessment. The overall result is assessed in parallel using arithmetic and geometric indices, while the difference between them is proposed as a compensation gap that reflects the extent to which weaker partial balances are offset by stronger ones. The methodology was tested using 2021 statistical data for 24 regions of Ukraine and the city of Kyiv, based on eight primary indicators. The robustness analysis confirmed the overall reliability of the proposed approach while also demonstrating the need to account for the structural characteristics of individual regions when interpreting integrated assessments. The proposed model makes it possible not only to rank territories, but also to identify structural imbalances, assess compensation effects, and determine priorities for regional green transformation policy. The practical significance of the results lies in the potential application of the system of balances to diagnose territorial disparities, identify problematic components of development, and substantiate priorities for regional green transformation policy.

Keywords: sustainable territorial development; green economy; economic growth; environmental security; social justice; intergenerational equity; economic security; integral index; system of balances.
