Abstract: The modern development of urban areas takes place in conditions of increasing environmental risks, among which soil pollution, land degradation, anthropogenic load and the consequences of climate change are of particular importance. The concentration of the population, production infrastructure and the intensification of construction activities lead to an increase in anthropogenic load on urban lands, which directly affects their ecological state, functional suitability and economic value. In this regard, the problem of the ecological state of urban lands, which increasingly determines their economic attractiveness, investment potential and cost level, is becoming particularly relevant. The insufficient development of methodological principles for the comprehensive consideration of environmental risks during the economic differentiation of urban lands has necessitated the study of the relationship between the ecological state of territories, their use regime and economic value. The aim of the article was to study the environmental risks of urban land use, to substantiate and assess their impact on the processes of protecting urban areas and to form mechanisms for economic differentiation of land value in the conditions of a modern urban environment in Ukraine. During the study, it was found that environmental risks (pollution, proximity to landfills, degraded areas, sanitary protection zones) directly affect the reduction of investment attractiveness and market value of land. In order to minimize such risks, an approach to taking into account environmental risks in the system of economic stimulation of urban land use is proposed. The ecological determinants of the value of urban land are determined through a combination of indicators of transport load, soil condition and the level of provision with ecosystem services, which allow us to proceed to the quantitative assessment of land use. The article substantiates that the ecological component should be integrated into economic incentive mechanisms through: differentiation of payments for land, adjustment of the normative monetary assessment, formation of tariffs in the field of waste management and consideration of the ecological premium/discount when assessing real estate. This approach allows us to transform environmental restrictions from a passive factor of reducing the value into an active tool for managing spatial development. It has been determined that areas with high levels of environmental stress require targeted management and financial interventions. In contrast, areas with high environmental quality become centers of concentration of investments, residential and commercial development, which exacerbates the spatial unevenness of the city's development.
