Abstract: The digitalization of construction development increases the volume of data on work execution, resources, and control events but does not eliminate the gap between information accumulation and timely explanation of operational losses. Existing approaches mainly assess plan-fact indicators, digital maturity, or sustainability separately and insufficiently connect actual operational sequences with material and energy consequences. The aim of the article is to develop analytical tools for diagnosing operational performance by transforming digital events from BIM, common data environments, ERP, IoT, and production systems into process and resource-environmental signals. The study employs theoretical generalization, comparative and structural-logical analysis, process mining, time-series analysis, normalization, and a target-profile distance method. Operational performance is defined as an enterprise’s ability to repeatedly reproduce a target production flow with controlled variability, a verifiable digital trace, and acceptable resource and environmental intensity. A digital evidence chain of «source – event – process – signal – cause – intervention» is developed. Indicators are proposed for process conformance, flow continuity, completion predictability, digital evidence integrity, resource eco-productivity, and diagnostic latency. The results are represented as a decomposed vector and a distance from the target configuration, which makes it possible to localize the contribution of each deviation and prevents causal analysis from being replaced by an average rating. A typology of operational states is constructed by combining process reproducibility, resource frugality, and digital evidence quality, together with a five-level maturity model for the diagnostic system. An illustrative calculation demonstrates that acceptable plan-fact results may conceal poor flow continuity, delayed data, and resource losses. The scientific novelty lies in combining process mining, a digital chain of evidence, and resource eco-productivity within a single operational diagnostic toolkit. The practical value is associated with targeted process standardization, reduction of waiting and rework, improvement of data quality, and identification of operational sources of material and carbon intensity.
