Abstract:
The article advances the theoretical foundations of adaptive management of territorial community development under the simultaneous influence of heterogeneous and interrelated risks. The study addresses a research gap associated with the insufficient conceptual alignment of the boundaries, defining features, principles and cyclical logic of adaptive management, while the existing literature predominantly focuses on separate mechanisms of flexibility, strategic adjustment, resilience or responses to particular groups of threats. The aim of the study is to clarify the essence of adaptive management of territorial community development, distinguish it from related management approaches, systematise its defining features and principles, and develop the general logic of a management cycle that aligns immediate responses with the long-term objectives of sustainable economic development. The methodological framework combines systemic and process-based approaches with the methods of comparison, generalisation, categorical delimitation and conceptual systematisation. The study characterises multidimensional risks of a territorial community through their heterogeneity, interdependence and potential to generate cascading effects. Adaptive management is distinguished from strategic, crisis, risk-oriented and resilience management. An authorial definition of adaptive management of territorial community development is proposed as a continuous, purposeful and feedback-based process of developing, implementing and adjusting managerial decisions. Eight features and ten principles of adaptive management are systematised, and a seven-phase adaptive management cycle is developed, covering signal detection, risk interpretation, response selection, coordination of actors and resources, implementation, evaluation, learning and subsequent adjustment. The scientific novelty lies in distinguishing the properties of the adaptive management process, the normative requirements for its organisation and the long-term economic outcomes of community development, as well as in integrating the cyclical logic of management with the consideration of risk interdependence and the assessment of decisions against long-term development objectives. It is concluded that sustainable economic development should be regarded as a long-term reference point for selecting and revising managerial decisions rather than as an automatic consequence of adaptive procedures. The practical value of the results lies in their potential use for reviewing local managerial procedures and developing diagnostic tools for assessing their adaptability.

Keywords: adaptive management; territorial community development; multidimensional risks; sustainable economic development; regional development; resilience; adaptive management cycle.
