Abstract:
The article reveals theoretical and methodological approaches to understanding the essence and assessment methodology of the financial sustainability of social insurance for temporary disability (SITD), and substantiates directions for strengthening it under conditions of the full-scale war. The relevance of the study stems from the need to substantiate methodological approaches to assessing the financial sustainability of SITD and to identify directions for its strengthening amid constrained budgetary resources, the continuation of institutional reforms of the social insurance system, and Ukraine’s implementation of European social protection standards. The aim of the study is to reveal the essence of SITD’s financial sustainability, develop a methodological approach to its assessment, and substantiate directions for strengthening it in the context of implementing European standards of social insurance organization. The methodological basis of the work comprises methods of theoretical generalization, comparison, system approach, grouping and systematization of indicators, the coefficient method, and correlation and regression analysis. As a result of the study, the essential features of SITD’s financial sustainability were identified, and a three-level methodology for its assessment was developed, encompassing indicators of budget balance and structure, reserve potential, and sensitivity to external factors. It was found that, despite institutional innovations, limitations of the revenue base, and the impact of the full-scale war, this component of the social insurance system has retained its solvency and, in recent years, has even begun to build reserve potential, which has a positive effect on its financial sustainability. It was determined that a key reserve for strengthening the financial sustainability of SITD is the de-shadowing of employment and labor income of the population, which expands the base for the assessment of the unified social contribution without additional fiscal burden. The necessity of eliminating the discriminatory differentiation of temporary disability benefit amounts depending on insurance record length is substantiated, through a transition to the European practice of differentiating benefits by the duration of the insured event. The scientific novelty of the study lies in substantiating a conceptual understanding of SITD’s financial sustainability as a specific object of assessment and in developing an original methodology for its measurement. The practical value of the results lies in the potential for their use by public authorities in developing strategies for reforming the social insurance system and adapting national legislation to European standards.
