Abstract:
The relevance of the problem is determined by the limited comparative measurement of the actual duration and predictability of Ukraine – EU road logistics corridors based on individual digital records. The aim of the article is to substantiate and apply an approach to assessing the investment attractiveness of Ukraine – EU road logistics corridors based on the digitalisation of the border-crossing system. The methods used include retrospective analysis of transactional administrative data, descriptive non-parametric statistics, comparative analysis, institutional case analysis and investment screening. The study examines open data from Ukraine’s eQueue system for the period from 1 January 2024 to 30 June 2026 covering 17 road border crossings with Poland, Slovakia, Hungary and Romania. After data validation and cleaning, 1.936.741 completed observations were included in the analysis. The results show that the median duration of the full logistics cycle was 38.28 hours and P90 was 133.48 hours; for time spent directly within the border-crossing point, the corresponding values were 1.92 and 5.03 hours. Comparison of the crossings revealed substantial heterogeneity in their time characteristics and showed that high traffic volumes do not necessarily correspond to the longest crossing times. It was found that a substantial part of temporal uncertainty arises before the recorded entry of the vehicle into the international road border-crossing point. The experience of Switzerland’s Passar/NCTS and the United Kingdom’s GVMS confirms the importance of advance digital data exchange and coordination of transport and customs procedures. The scientific novelty is substantiated by the comparative measurement of the operating environment of specific corridors at the level of individual records and by distinguishing the full logistics cycle from the time spent directly at the border-crossing point. It is proposed to use traffic volume, median duration and P90 as an initial investment-screening tool for identifying crossings that require further in-depth feasibility analysis.
