Abstract: The article provides a comprehensive assessment of the development of logistics infrastructure and the implementation of logistics technologies in Ukraine’s agrarian sector during 2015–2025. It is substantiated that, under current conditions, logistics is not merely a supporting component of agrarian production but an important factor determining its competitiveness, export potential, food security, and the resilience of agri-food supply chains. The study examines the impact of pandemic and wartime-related, infrastructural, and technological challenges on the functioning of the transport and logistics system of Ukraine’s agrarian sector. The dynamics of transport activity, transformations in the routes for moving agrarian products, the development of alternative export routes, multimodal transportation, digital technologies, and the integration of Ukraine’s logistics system into the European transport and logistics space are analyzed. Based on a synthesis of statistical, analytical, and scientific information, four main stages in the transformation of logistics infrastructure in the agrarian sector have been identified: the gradual expansion of logistics potential during 2015–2019; the adaptation of logistics processes to the external shock caused by the COVID-19 pandemic during 2020–2021; the structural reconfiguration of freight flows and diversification of logistics routes in 2022; and the formation of a more resilient multimodal model during 2023–2025, combining maritime, rail, road, and inland waterway transport. It has been found that the full-scale war has not only caused the destruction and constrained the capacity of physical logistics infrastructure but has also acted as a catalyst for its structural, organizational, and technological transformation. An original integrated approach to assessing the development of logistics infrastructure and technologies has been proposed. The approach incorporates five interrelated components: the condition of transport and logistics infrastructure, the level of diversification and multimodality, the digitalization of logistics processes, the adaptability and resilience of the logistics system, and the level of European integration. The calculations demonstrate an increase in the integrated index from 0.48 in 2015 to 0.84 in 2025, indicating a transition from a medium to a very high level of development according to the proposed assessment scale. It was determined that in 2025, the infrastructure component of the integrated index amounted to 0.74, while the level of diversification and multimodality was estimated at 0.87, digitalization at 0.86, adaptability and resilience at 0.88, and European integration at 0.88. These results indicate the emergence of a new model of logistics resilience in which technological and organizational adaptability partially compensates for the insufficient physical capacity of certain infrastructure elements. The need to synchronize the modernization of transport and warehousing infrastructure with the digitalization of logistics processes, the development of multimodal logistics hubs, the expansion of transport corridor capacity, the diversification of export routes, and the further integration of Ukraine into the European transport system has been substantiated. Future research should focus on improving the system of sector-specific indicators for assessing agrarian logistics, quantitatively measuring its resilience, and developing tools for logistics risk management in the context of wartime and postwar transformations.
