Abstract:
International comparisons of banking systems often rely on aggregate rankings that combine internal characteristics of financial intermediation with external macroeconomic conditions and insufficiently capture the structural heterogeneity of components. As a result, similar average scores may correspond to fundamentally different adaptive profiles. The aim of this study is to develop and empirically test a multidimensional approach to the international assessment of banking systems’ adaptive capacity and to determine Ukraine’s structural position among reference countries. The empirical basis is a 14-country cross-section for 2024 compiled from World Bank and IMF data. Internal adaptive capacity is represented by four partial dimensions: financial depth (FD), financial stability (FS), structural organization (SO), and digital-transactional transformation (DT), while the macroeconomic environment (ME) is separated as an external context. The methodology combines robust P5–P95 min–max normalization, the Integrated Adaptive Capacity Index (IACI), two independent measures of structural balance (B* and Balt), k-means and Ward clustering, principal component analysis, and Euclidean distances in the standardized multidimensional space. The results show that Ukraine has an IACI of 0.410 and ranks 14th, but its profile is not uniformly weak; rather, it is structurally asymmetric: FD = 0.000 and FS = 0.090 coexist with SO = 0.901 and DT = 0.649. B* = 0.521 and Balt = 0.246 are the lowest in the sample, while the rank correlation between the two balance measures is ? = 0.947. The two-cluster typology places Ukraine in a group characterized by a weaker financial core and relatively strong structural organization. The first two principal components explain 73.2% of cross-country variance, while Poland and Lithuania are the closest reference systems to Ukraine in the full standardized four-dimensional space. The scientific novelty lies in separating the «level» and «structure» of adaptive capacity, isolating the external environment from the internal index, and integrating index-based, cluster, PCA, and geometric positioning. The practical value is the ability to identify structural convergence priorities based on the configuration of functional components rather than a formal rank; for Ukraine, the key priorities are restoring credit transmission and strengthening risk-absorption capacity while preserving organizational and digital-transactional advantages.

Keywords: adaptive capacity; banking system; international positioning; composite index; structural balance; financial stability; clustering; principal component analysis.
