Abstract:
The study aims to provide a comprehensive understanding of the role of industrial parks as a tool for attracting investment, developing industry, and strengthening the financial capacity of territorial communities. The relevance of this approach is determined by the need to assess the actual economic performance of industrial parks in Ukraine, since their number in the State Register does not reflect the extent of their actual operation or economic impact. The aim of the study is to determine the role of industrial parks in investment and regional development and to substantiate approaches to assessing their impact on the financial capacity of territorial communities. The study applies methods of analysis and synthesis, statistical and comparative methods, a case study of industrial parks in Lviv region, as well as systemic and structural-logical approaches. The findings show that the number of registered industrial parks cannot serve as an independent indicator of the efficiency of State policy. The study proposes distinguishing between registered, operating, and production-active industrial parks and assessing them based on their actual performance. Using Lviv region as a case study, industrial parks are classified according to their stage of development, and a shift from manufacturing activities towards logistics is identified in some parks. The study substantiates a shift from assessing the volume of public support to measuring its economic return. A system of performance indicators is proposed, including private investment attracted per UAH 1 of public support, the number of manufacturing participants, jobs created, output, infrastructure utilization, and tax revenues. It is also proposed to differentiate public funding according to the achievement of defined performance indicators.
