Abstract:
The relevance of strengthening national resilience stems from the need to ensure coordinated interaction among public authorities, local self-government bodies, critical infrastructure operators, and other actors involved in responding to military, information, infrastructure, and humanitarian threats. Formal hierarchy ensures legality and individual accountability; however, it requires procedures that enable the timely exchange of locally generated information, the development of interagency proposals, and the consideration of well-founded concerns without establishing parallel mechanisms of authority. The aim of the article is to substantiate a conceptual approach to the use of selected Sociocracy 3.0 tools in the consultative and coordinating activities of public authorities to strengthen national resilience. The study employed conceptual-design, risk-oriented, and formal-legal approaches, as well as methods of system, structural-functional, and comparative analysis, conceptual modeling, and phased planning. The study examined the functional potential of sociocratic tools within the public administration system; their relationship with formal-hierarchical and other coordination mechanisms; the organizational risks associated with their use; and the legal, procedural, and informational conditions for consultative and coordinating interaction in the field of national security. The study also examined functionally relevant practices of multilevel coordination in Finland and Sweden. The findings identified the organizational conditions for applying sociocratic tools in consultative and coordinating activities and distinguished five interrelated components of their adaptation: verification of the problem situation, definition of the domain of responsibility, structured functional linkage, consideration of reasoned objections, and post-action evaluation. The study determined that sociocratic tools can complement formal hierarchy in the preparation of proposals, information exchange, risk identification, interagency coordination, monitoring, and the consolidation of lessons learned; however, they cannot replace legally binding decisions made by authorized actors. Their use should be restricted or discontinued in situations involving an imminent threat, acute time constraints, or the need to work with information subject to restricted access. A conceptual model of consultative and coordinating interaction among public authorities to strengthen national resilience has been developed. The model provides for the adapted application of selected Sociocracy 3.0 tools, taking into account the allocation of coordination tasks, information-access regimes, escalation procedures, and the limits of legally established competence. Public authorities are encouraged to use the model as a basis for developing local regulations governing consultative and coordinating interaction, particularly for civil protection tasks, maintaining the functioning of territories, cooperation with critical infrastructure operators, and post-action analysis.

Keywords: sociocracy; Sociocracy 3.0; sociocratic tools; public authorities; national security; national resilience; interagency coordination; crisis management.
