Abstract:
The article is devoted to an empirical test of the hypothesis of the sustainability paradox of public organizations in the field of public administration using disaggregated primary data. Previously, this hypothesis — which suggests that high advocacy effectiveness is combined with chronically low financial sustainability — was based solely on aggregated macro indicators of the CSO Sustainability Index (CSOSI), making it impossible to test its manifestation at the level of specific types of organizations. To bridge this methodological gap, a sample of 85 Ukrainian public organizations was formed, divided into five groups by activity type: advocacy, service, humanitarian-volunteer, veteran, and newly established organizations. The empirical test was carried out using a three-level methodological framework covering sub-indexes of the operating environment, institutional capacity, and contribution to public administration, calculated on a normalized 0–100 scale. The internal consistency of the scales was confirmed by Cronbach’s alpha coefficient (0.68–0.78), and intergroup differences were checked using the Kruskal–Wallis test. Statistically significant differences were found for the subindices of activity environment (p = 0.006) and contribution to public administration (p = 0.013), while differences in institutional capacity were not significant (p = 0.090). The hypothesis of the sustainability paradox was only partially confirmed: the increased contribution of advocacy organizations to public administration is statistically supported (p = 0.002), whereas the expected compensatorily lower financial stability was not confirmed. It was found that the gap observed at the macro level reflects not intertype differentiation but a pervasive structural vulnerability of the entire sector regarding financial reserves. A specific vulnerability of the humanitarian-volunteer group of organizations was separately identified. The results were compared with macro indicators CSOSI, SHARP, and SCORE.

Keywords: public organizations; evaluation; public administration; sustainability paradox; composite index; Kruskal–Wallis criterion; disaggregated analysis; Ukraine.
