Abstract:
This article sets out the theoretical and methodological principles for developing a system of strategic management tools for the infrastructure development of railway transport organizations, as a necessary prerequisite for ensuring the comprehensiveness, consistency and soundness of strategic managerial decisions. It is demonstrated that, given the need for infrastructure modernization, limited resources, the high capital intensity of infrastructure assets, the dynamic nature of the external environment and the rise in strategic risks, the management of infrastructure development requires not only the use of individual management tools, but also their systemic integration in accordance with the stages of the strategic management cycle. The aim of the study is to substantiate the essence, composition and functional purpose of the system of strategic management tools for the development of infrastructure in railway transport organizations. The study employs methods of theoretical generalization, content analysis, systematization, structural-logical modeling and classification. A systematization of scientific approaches to characterizing the toolkit for strategic infrastructure management has been carried out; the results of which have revealed that the issues surrounding the formation of a comprehensive system have not been sufficiently explored. It is proposed that the system of strategic management tools for infrastructure development be regarded as a set of interrelated analytical, planning, organizational and managerial, economic, investment, risk-oriented and monitoring tools, integrated into a single management cycle. A structural and functional system of tools has been developed, the substantive framework of which is interlinked with the stages of strategic analysis, strategic planning, organizational and managerial implementation of the strategy, economic substantiation and investment in strategic changes, management of strategic risks and resilience, as well as strategic control and performance evaluation. A classification of strategic management tools for infrastructure development based on their functional purpose has been substantiated; this enables them to be systematized according to their place and role in managerial activities, to identify interrelationships between individual groups of tools, and to ensure their coordinated application in the strategic decision-making process. A key component of the proposed system is the digital framework for supporting strategic infrastructure management, which integrates the functional stages of the strategic cycle into a single information and analytical environment and provides digital support for the processes of analyzing, planning, implementing, monitoring and evaluating strategic decisions. The use of digital platforms, analytical systems and modern information technologies helps to improve the quality of information provision, the soundness of managerial decisions, the efficiency of infrastructure asset utilization and the sustainability of railway transport organizations. The practical significance of the results obtained lies in the possibility of using them to improve the strategic management of infrastructure development within railway transport organizations, to substantiate priorities for modernization and investment development, to enhance the efficiency of resource utilization, to manage strategic risks and to ensure the long-term effectiveness of infrastructure operations.

Keywords: strategic management; strategic management tools; infrastructure; rail transport; business organization; classification; functional purpose; management effectiveness.
