Abstract:
The article examines the disparities between the scale and pace of transformations in Ukraine’s domestic trade and the adaptation rate of its regulatory and legal framework. It is substantiated that contemporary structural, technological, economic and security changes are significantly transforming the environment in which domestic trade operates, contributing to the expansion of e-commerce and platform-based trade, digital sales channels, cashless payments, new logistics models, and innovative forms of interaction between producers, trading enterprises and consumers. It is found that Ukraine has developed a sufficiently comprehensive regulatory and legal framework covering the main areas of trade relations; however, its capacity to adapt does not fully correspond to the dynamics of ongoing transformations. The key problems of the regulatory and legal framework for domestic trade are identified, including the absence of an integrated legislative framework, fragmented distribution of powers among levels of public administration, insufficient legal regulation of digital platforms and marketplaces, unclear allocation of responsibility among participants in digital trade relations, inadequate adaptation of consumer protection mechanisms to the digital environment, regulatory barriers for small and medium-sized enterprises, and incomplete consideration of wartime risks. The necessity of shifting from predominantly reactive regulation towards a systematic and anticipatory approach is substantiated. Priority directions for improving the regulatory and legal framework are proposed, including the systematization of trade legislation, digitalization of regulatory procedures, legal regulation of platform-based trade, strengthening consumer protection, deregulation and implementation of risk-based State control, development of legal foundations for the resilience of domestic trade, and the introduction of stimulating regulation aimed at modernizing trade infrastructure, promoting digitalization and innovation, supporting SMEs, and expanding the market presence of Ukrainian-made products.

Keywords: domestic trade; regulatory and legal framework; legislation; digitalization; platform-based trade; e-commerce; State regulation; modernization; deregulation; wartime risks.
