Abstract:
The article examines the implementation process of the electronic customs clearance system in Ukraine in the context of integration into the European Union customs space. Key aspects of the digitalization of customs procedures are highlighted, emphasizing their contribution to enhancing transparency, speed, and efficiency of customs control. The current state of the electronic customs system is analyzed, including the introduction of components such as the "Single Window" system, electronic declaration, automated customs control, and the electronic account of foreign trade participants. Special attention is paid to international experience in digitalizing customs procedures, particularly the practices of the European Union and China. The article provides data on the development of electronic customs in Ukraine, including the growth in the share of electronic document flow, the reduction in declaration processing times, and the introduction of the Authorized Economic Operator (AEO) institution. The advantages of implementing electronic customs are considered, such as reduced customs clearance time, decreased corruption risks, simplified document management, and increased transparency of processes. Key challenges are identified, including technical issues, cybersecurity concerns, and the need for improvements to the regulatory framework. Practical recommendations for improving the electronic customs system are provided, including the development of information and technical infrastructure, the enhancement of staff qualifications, and the harmonization of the national legislation with European standards. The article concludes that the development of electronic customs is an important step in strengthening Ukraine's position in international markets.
