Abstract: The article considers the features of State regulation of the use of agricultural land under martial law in Ukraine. It is defined that agricultural land is a key resource for the economic development of the State and ensuring food security. The need to adapt the regulatory framework to modern challenges arising from the ongoing military hostilities is substantiated. The importance of ensuring the legal regime of land, including a simplified procedure for registering rights for internally displaced persons and landowners from combat zones, is emphasized. It is determined that legal uncertainty in the registration of rights to land, fixation of damage and mechanisms for its compensation complicates the restoration of land relations. It is proposed to develop special procedures that take into account the realities of martial law, in particular, the creation of specialized commissions for the regulation of land rights. The importance of equal interaction of the norms of land, environmental and administrative law, the avoidance of legal conflicts and abuses is accentuated. A number of measures have been proposed to improve the mechanism of State land regulation, including: simplification of registration procedures, introduction of compensation mechanisms for damaged property (including land property), regulation of lease relations in the frontline territories. The need to create a State-controlled compensation fund, integrate international norms and experience, as well as develop mechanisms for assessing the damage caused, taking into account the agrarian, environmental and social value of land, is emphasized. It is concluded that the proposed measures will contribute to the adaptation of the regulatory mechanism to the conditions of martial law and lay the foundation for the restoration and development of land relations after cessation of hostilities.
