Abstract:
The aim of the article is to examine the international experience and models of post-crisis economic growth and to substantiate the model that is optimal for Ukraine in contemporary realities. The study considers in detail the examples of the post-war economies of European countries after World War II and emphasizes the global significance of the implemented «Marshall Plan». It is noted that for post-war Europe, the «Marshall Plan» was one of the most successful economic programs, as nearly all of its goals were achieved. The consequences of war are most acutely felt at the local level. Opinions on the needs for economic recovery, as well as on the priorities of this recovery, are based primarily on the general understanding of the stakeholders regarding the desired outcome. There are numerous approaches to models of recovery and economic growth in the post-war period, based on the needs of society. The approaches of various countries participating in this activity vary depending on the relevant domestic and foreign policy. It is emphasized that the needs of society for recovery are precisely the factor that determines the requirements for restoration. The author’s position is that infrastructure objects are critically important for the functioning of life support systems. Therefore, they are also critically important for the effective recovery of the economy. Economic recovery cannot begin without the restoration of infrastructure, and this is the most important work that can be planned and carried out. According to the author, currently, none of the foreign models of economic recovery in their pure form are suitable for Ukraine. A model of infrastructure support has been proposed, which encompasses simple rules and basic life needs during and after the war. It is assumed that primarily water supply systems, sewage systems, transport routes, and seaports will be built/restored. This will require effective and transparent actions on the part of the government in terms of the formation and use of financial resources. In addition, it is necessary to provide high-paying jobs in the most important sectors of the economy.
