Abstract:
The article focuses on analyzing the pre-war state of regional development of the tourism industry in Ukraine based on a self-developed Regional Tourism Sector Development Index (RTSDI) derived from the Travel and Tourism Development Index (TTDI) of the World Economic Forum (WEF). The introduction substantiates the relevance of the chosen topic. It outlines the main challenges currently faced by the tourism sector in Ukraine due to the ongoing full-scale war in the country. The necessity of developing research instruments to assess the level of development of the tourism sector in Ukraine, taking into account the regional characteristics of the tourism industry, is emphasized. During the research, a methodology for the Regional Tourism Sector Development Index (RTSDI) in Ukraine was developed, which was created based on the structure of the Travel and Tourism Development Index (TTDI) from the World Economic Forum (WEF). The structure of the index has been improved taking into account the peculiarities of the research of the tourism sector at the regional level. Information support has been provided with references to official sources, and index assessments of the RITPS for 2021 have been calculated for the regions of Ukraine. Based on the obtained results, it is concluded that the highest rating according to the RTDSI index (> 4.00) is held by the city of Kyiv, Lviv, Odesa, and Dnipropetrovsk regions. This allows us to assert that they possess the highest tourism potential and are the most attractive for both tourists and the tourism business and investments. The lowest RTDSI indicator was recorded in the Luhansk region (2.56), which is likely a consequence of the ongoing hostilities in the region and inadequate access to statistical information from there. This indicates that this region will require greater assistance during the post-war reconstruction of the tourism sector. A cluster analysis was also conducted based on the calculated sub-indices of the RTDSI, identifying the main clusters that encompass regions with comparable levels of development in the tourism sector across all aspects of the study, taking into account their characteristics and vulnerabilities.
