Abstract:
The development of housing construction depends on a significant number of different factors, starting from the general stability of the political situation in the country and ending with the effective interaction of construction companies and related enterprises with local government bodies. The importance of the development of this area forces the State authorities to constantly look for new directions for the activation of the construction industry in the country. Accordingly, it is possible to stimulate the development of housing construction only through the formation of favorable conditions for the creation of residential real estate objects and their sale. The article deepens the theoretical and methodological foundations of the functioning and development of the system of financial provision for the development of housing construction, specifies the features of its development. This is implemented on the basis of the use of a systematic approach to the consideration of economic systems of different levels, namely, the specified system was considered as an integral object of research, characterized by component composition and principles of functioning. The substantiation of the essence and structure of the system of financial provision for the development of housing construction was carried out on the basis of the analysis of the features of the functioning of the housing construction system and the system of financial provision. A further detailed consideration of the theoretical foundations of the functioning of these systems made it possible to allocate the features of the functioning of the system of financial provision for the development of housing construction. The article proposes to view the system of financial provision for housing construction as a set of components that provide the possibility of attracting, distributing, exchanging and using financial resources in order to form an appropriate level of financing of economic entities involved in the construction of new facilities, their reconstruction, expansion, completion, restoration and repair. It is found that the system of financial provision for housing construction is quite complex in nature, depends on the influence of various factors, and therefore, its development should take place through a detailed analysis of this an impact, the introduction of measures to stimulate the functioning of individual components of such a system.
