Abstract:
The aim of the article is to study ways to deepen international cooperation in the field of technological exchange, strengthen cybersecurity and develop the digital economy. This includes a detailed analysis of the economic, social and legal factors affecting the effectiveness of such cooperation, as well as the development of recommendations for improving international regulatory mechanisms and coordination in the field of information technology (IT). These measures will contribute to improving the security and efficiency of digital technologies on a global scale. The article is devoted to the analysis of the prospects and challenges of transnational cooperation in the field of information technology in the context of globalization. The importance of such cooperation for the development of the global economy, as well as its significant impact on innovation processes, is highlighted. The main attention is paid to the analysis of economic, social and legal aspects of this cooperation. The authors consider how the IT sector, through cross-border interaction, affects the global labor market, cybersecurity, and technology standardization. The article also analyzes the key challenges faced by transnational cooperation. In particular, such challenges include differences in the legal systems of different countries, issues of personal data protection, cultural barriers and difficulties in standardizing processes and technologies. The authors emphasize that effective cooperation requires the harmonization of national policies and the implementation of joint regulatory mechanisms, such as the GDPR in the EU, regulating data protection at the international level. One of the biggest advantages of transnational cooperation is access to global markets and the ability to use the latest technologies to increase the competitiveness of companies. This includes the outsourcing of IT services, which allows many countries, including Ukraine, to occupy an important place on the world stage. The article discusses the role of transnational corporations in the development of the digital economy, emphasizes the importance of integrating the latest technologies and global business models. The latest geopolitical events and their impact on the development of IT cooperation are analyzed, in particular the tensions between the United States and China, which have led to restrictions on technology trade. Particular attention is paid to the issues of outsourcing of IT services and the role of Ukraine in the global information technology market, taking into account military challenges. It is important that, despite the crisis, Ukrainian IT companies retain the potential for growth and attracting foreign investment.
