Abstract:
The article explores the theoretical and methodological foundations as well as the practical aspects of developing mechanisms and instruments for Ukraine’s post-war reconstruction within the smart economy conception. It is substantiated that the country’s post-war recovery requires moving from traditional management approaches to models based on knowledge, digital technologies, innovative partnerships, and network interactions. The key mechanisms of smart reconstruction are identified, including institutional, financial-economic, technological, and social mechanisms. Institutional mechanisms include the creation of a national smart reconstruction platform, the development of smart regions, the implementation of digital forms of public-private partnerships, and open registries for monitoring projects. A systematic analysis of institutional actors in post-war reconstruction has been conducted – including State authorities, local communities, businesses, scientific and educational institutions, and public associations – from the perspective of their involvement in forming smart approaches. The importance of enhancing community capacity, fostering partnerships between science, business, and government, and further digital transformation of all economic participants has been highlighted. Key institutional challenges have been identified, such as weak coordination across governance levels, fragmented strategic planning, and insufficient community engagement in developing smart solutions. A model for institutional support of post-war reconstruction based on the smart specialization of regions has been proposed, integrating sustainable development goals with the innovative potential of territories. The research findings can be used to shape regional development policies, improve urban management strategies, and involve international partners in building Ukraine’s smart economy. It is found that the conception of a smart economy in Ukraine’s post-war reconstruction acts not only as a strategic framework for modernization but also as a practical tool for transforming the economic system, aimed at digital integration, efficient resource utilization, and enhancing the quality of life for the population.
