Abstract: The relevance of the study is determined by the need to develop efficient policies for enhancing the resilience of food systems under increasing climatic, economic, and geopolitical challenges, which requires an integrated consideration of environmental, economic, social, and institutional factors. The aim of the article is to substantiate the scientific foundations for resilient food system policy design based on the analysis of contemporary scientific discourse, bibliometric mapping of research, and the generalization of multi-level governance practices in the European Union. The research methods include system analysis, comparative analysis, bibliometric analysis, content analysis of scientific literature, and conceptual modeling. The bibliometric study was conducted using the VOSviewer software based on a dataset of 2,331 publications indexed in the Scopus database. The study examines contemporary scientific approaches to food system resilience, the thematic structure of research in this field, the features of multi-level food security management, and the policy instruments applied within the European Union. The findings reveal three dominant and interrelated research domains that shape the current scientific discourse: food system governance, climate change adaptation, and resource efficiency. It has been found that the efficiency of resilient food system policy depends on the coordination of managerial decisions across regional, national, and European levels, as well as on the integration of monitoring, risk assessment and forecasting, and adaptive policy mechanisms. The study substantiates a conceptual multi-level framework for resilient food system policy design that integrates managerial capacity, climate resilience, and resource efficiency into a unified decision-making system. It is proposed that the developed framework be used as a methodological basis for improving food security strategies, climate adaptation programs, and policy mechanisms aimed at strengthening the resilience of agri-food systems.
