Abstract:
The aim of the article is to improve approaches to classifying stakeholders of higher education institutions, taking into account the level of their integration into the process of achieving the strategic goals of higher education institutions. Accordingly, the article examines approaches to classifying stakeholders and the features of their application in the activities of higher education institutions. It has been found that most existing classification approaches are predominantly static in nature and are based on assessing the level of influence, interest or significance of individual subjects, which does not allow fully taking into account the dynamics of stakeholder roles, the network nature of their interaction and the possibility of changing status in the process of developing a higher education institution in the strategic period. The study used methods of analysis and synthesis, comparison, generalization, classification and grouping, as well as a systematic approach and modeling. The need to improve approaches to classifying stakeholders of higher education institutions by taking into account the level of their integration into the process of achieving the strategic goals of higher education institutions is substantiated. A classification of stakeholders is proposed, according to which potential, involved, partner, strategic stakeholders and co-creators of development are distinguished. A feature of the proposed approach is the possibility of stakeholders moving between groups depending on the nature of their interaction with the higher education institution and the level of participation in the management and development processes. An algorithm for assigning stakeholders to the appropriate groups is proposed based on assessing the nature of interaction, level of influence, integration into the activities of the higher education institution and network influence. It is proved that the use of the proposed approach will contribute to increasing the efficiency of strategic management of higher education institutions, improving educational programs, forming program learning outcomes, developing partnerships with employers and adapting educational activities to the needs of the labor market.
