Abstract:
The article examines the current regulatory priorities of Ukraine’s migration policy under conditions of demographic and labor market crises. It is substantiated that large-scale external migration, the reduction of the economically active population, and the structural shortage of labor resources create new challenges for the national labor market and the system of public regulation. It is found that traditional approaches to migration policy, focused primarily on controlling migration flows, are insufficient in the context of economic transformation. The study proposes an approach to shaping the regulatory priorities of migration policy based on a combination of demographic, economic, and operational factors. Key priorities identified include encouraging the return of labor migrants, developing workforce integration programs, digitalizing regulatory procedures, and supporting sectors experiencing critical labor shortages. Particular attention is paid to the relationship between migration processes and ensuring the stability of critically important sectors of the economy. According to the analysis, the share of enterprises experiencing a shortage of qualified personnel rose from 18% in 2021 to 64% in 2025, while Poland, Germany, the Czech Republic, and Italy remain the main destination countries for Ukrainian labor migrants. The findings show that efficient migration policy should be viewed not only as an instrument of demographic regulation but also as a component of ensuring economic resilience and improving the efficiency of logistics systems. According to forecasts by international organizations, the shortage of labor resources in Ukraine may persist even after the end of hostilities. The practical significance of the study lies in the possibility of using the obtained results to shape State policy in the areas of the labor market, logistics, and human capital management.
