Abstract:
Contemporary studies usually assess the operational performance of construction enterprises at the level of individual projects or functional domains, while project interdependencies, resource conflicts, cash-flow synchronization, and ESG constraints remain fragmented. The aim of the article is to provide a theoretical and methodological substantiation and formalization of integrative operational performance diagnostics that combines project and portfolio indicators, multiproject interdependencies, environmental, social and governance orientations, digital data quality, and non-compensable critical constraints. The study applies categorical, comparative, structural-logical and cause-and-effect analysis, multi-criteria assessment, normalization, weighting, geometric aggregation, and scenario modeling. The distinction between operational efficiency and operational performance is clarified. Integrative diagnostics is defined as a continuous process for determining an enterprise’s ability to fulfill project commitments simultaneously, create economic and social value, comply with critical limits, and reconfigure its operating system. A multilevel framework of «enterprise – project – portfolio – stakeholder ecosystem» is substantiated, and an indicator system is developed covering cost, schedule, productivity, quality, resource and financial performance, E, S and G dimensions, multiproject coherence, and data quality. Resource conflict, financial overlap, phase concentration, and dependency density coefficients are formalized. A hybrid index is proposed, combining a geometric integral core with a multiproject penalty and a critical gate, thereby preventing strong economic indicators from compensating for violations of safety, environmental requirements, compliance, liquidity, or resource availability. An illustrative portfolio demonstrates that conventional averaging may produce an excessively positive assessment, whereas the integrative model identifies the source of a boundary state and determines reconfiguration priorities. The scientific novelty lies in combining compensatory, configurational, and non-compensatory logic within a single diagnostic framework. The practical value is associated with supporting decisions on project rephasing, resource allocation, reserve creation, contract revision, and prioritization of ESG interventions.
