Abstract:
Modern geopolitical and economic realities, particularly martial law conditions, cause a high level of uncertainty, supply chain disruptions, and increased risks of interrupting the construction and production cycle. Under such conditions, traditional approaches focused purely on the mechanical minimization of storage costs lose their efficiency, as stopping a construction site leads to significantly higher losses than holding reserve resources. This highlights the necessity of forming an adaptive theoretical basis for inventory management of construction enterprises. The aim of the article is the theoretical substantiation and enhancement of the conceptual foundations for defining the essence and tasks of the inventory management process in construction enterprises. Methods used: critical and comparative analysis, system approach and generalization, as well as scientific abstraction and deduction. The study examined existing scientific approaches to the conceptual framework («construction enterprise», «inventory management», «managerial impact»), highlighted the specific features of construction enterprises’ activity in accordance with NACE Rev. 2 (Section F), and structured inventory management tasks across key dimensions. According to the research results, the author’s definition of «inventory management of a construction enterprise» was formulated as a targeted, continuous in time and space process of systemic influence by the management subject on the formation, movement, storage, and use of material resources. Management tasks were systematized and grouped into four dimensions: economic-financial, accounting-analytical, technological-industry, and anti-crisis safety. It was found that a significant theoretical and methodological imbalance in classical approaches lies in an excessive focus on mechanical cost minimization, whereas in construction, downtime losses due to a lack of materials far exceed savings from reducing warehouse stocks. All specific management tasks ultimately reduce to two global tasks – increasing current asset efficiency and reducing the risks of interrupting construction and installation operations. It is proposed to consider the goal of construction enterprise inventory management as a multi-criteria task of optimizing the continuity, rhythm, and completeness of work execution, taking into account force majeure risks under martial law while maintaining rational costs.
