The work characterizes problems of functioning of the sector of communal electric-power industry in the regions of RF. It presents and substantiates the conception of reformation of communal electric-power industry of Volgograd oblast by way of consolidation of mains and marketing energy assets. It suggests the mathematical models of evaluation of economic effects of the reformation project.
