Abstract: In agribusiness, the implementation of circular economy principles is becoming an important tool to improve efficiency and reduce the negative impact on the environment. To consider the specifics of the development of agrarian enterprises in the context of environmental changes, it is necessary to proceed from the composition of the team, since its actions will be based on certain interests, motivation and social responsibility. The aim of the study is to determine the organizational and economic aspects of the development of human resources in the process of implementing the principles of circular economy at agrarian enterprises in modern conditions. The formation of an organizational and economic mechanism for the introduction of a circular economy is a necessary condition for the development of modern agriculture. Measures to develop the human resources potential of employees of agricultural enterprises becomes a key factor in this process, since it is people who ensure the introduction of new technologies and practices that contribute to increasing efficiency, saving resources and reducing the environmental burden. It is proved that the development of human resources potential during the implementation of the principles of circular economy at agricultural enterprises requires certain organizational and economic approaches that ensure the effectiveness of adaptation of employees to new working conditions. The main directions for the development of human resources potential are defined, taking into account the specifics of the activity (educational and professional development, organizational culture and change management, economic incentives and motivation of employees, technological support and digitalization, research of social consequences and environmental responsibility, financial instruments for the development of human resources potential of employees). Investing in the education and development of agrarian sector personnel is one of the most important steps to ensure sustainable and profitable farming based on the principles of the circular economy. The specifics of the development of agrarian enterprises in the context of integration of environmental innovations into personnel management are analyzed. Methodological support for the circular transformation of agribusiness in the face of modern challenges should become the main objective of managers, which can strengthen its competitive advantages related to personnel development.
