Abstract:
The article focuses on identifying integrated managerial mechanisms capable of ensuring the growth of the entrepreneurial potential of Ukrainian households under conditions of uncertainty, digital transformation, and regional disparities. The study employs a system approach combined with structural-functional and economic-statistical analysis, as well as correlation-regression methods to uncover the relationships between government policy instruments and the performance of household entrepreneurial activities. The empirical foundation includes official statistics, up-to-date reports from international organizations, and recent scientific publications. The study demonstrates that the most effective approach is a hybrid support model combining grant funding, preferential lending, advisory-educational support, and the development of local entrepreneurship development centers. Key barriers to the development of entrepreneurial potential have been identified: lack of financial resources, the digital divide, regulatory bureaucracy, and a shortage of managerial skills. Recommendations have been made regarding regionally tailored tools aimed at enhancing household resilience and encouraging their participation in the economy. The work holds practical value for State and local authorities, as it provides a roadmap for scaling grant programs, preferential lending, and cooperative models. The social impact lies in strengthening the middle class, integrating internally displaced persons and veterans, and reducing the vulnerability of regions. The originality of the study lies in the creation of an applied architecture for supporting household entrepreneurship, which integrates financial, institutional, and digital tools into a single manageable system with clear points of influence and performance metrics, providing a foundation for further research and refinement of the «potential – mechanism – result» assessment methods.
