Abstract:
The article comprehensively examines the methodological principles of studying and implementing project management in the public sector. It is substantiated that in modern conditions of public transformations and dynamic changes in the socioeconomic environment, it is the project approach that becomes one of the most efficient tools for managing the development of organizations. Project management is defined as a multi-component process that involves the purposeful coordination of material, financial, labor and information resources to achieve specific goals within the established time frame and within existing limitations. It is emphasized that for public organizations whose activities are aimed at solving socially significant tasks, the application of project management is of particular importance, since it allows combining a strategic vision with specific practical results. The work systematizes scientific approaches to determining the essence and classification of projects, and reveals the differences between project activities and flow processes of organizations. It is shown that it is the methodology of scientific research that provides the necessary level of systematicity and scientific validity in the process of implementing project management tools. The use of methods of analysis and synthesis, comparative analysis, case approach and system-structural research made it possible to integrate foreign and domestic experience, identify best practices and determine the conditions for their adaptation in the activities of public organizations. Particular attention is paid to current trends in the development of project activities of public organizations in Ukraine, in particular, the active involvement of grant funding as a key tool for supporting socially oriented initiatives. It is determined that it is the methodologically sound implementation of project management elements that increases the efficiency of using grant resources, reduces the risks of project failure and ensures the sustainability of the achieved results. It is summarized that the integration of scientific research methodology into project management practice contributes not only to the optimization of management decisions, but also to the formation of a sustainable culture of change management in public organizations. It is concluded that this approach opens up new opportunities for the development of the public sector, strengthening its institutional capacity, and increasing the role of public organizations in the processes of democratic development of society.
